Young, determined and deeply aware of African issues, Bassirou Diomaye Diakhar Faye symbolizes political renewal in Senegal and throughout the continent. Elected President at 44, he was able to impose, from his inauguration in April 2024, a bold vision based on transparency, anti-corruption and active pan-African diplomacy. Based on his experience as a public finance inspector and political theorist at PASTEF, he is today working to reshape his country's international relations, placing Dakar at the heart of a new « hub » and playing a key role in restoring the stability of the ECOWAS space.
Youth and intellectual trajectory: the foundations of a commitment
Born on 25 March 1980 in Ndiaganiao, a small village in the Thiès region, Bassirou Diomaye Faye grew up in a modest environment, fed by the stories of his grandparents about the struggles for independence. Brilliant student, he joined the Sheikh Anta Diop University in Dakar, where he obtained a master's degree in public law before taking the tax inspector training at the National School of Administration (ENA). This is where he builds a reputation for integrity and rigour. At the same time, he developed an early political reflection, collaborating with academic journals and participating in international conferences on governance and accountability of States.
Political ascension and judicial test: the catalyst for legitimacy
In 2014, he joined PASTEF and soon became one of the party's strategists, writing the White Paper on transparency, presented at the 2019 Congress. On television sets and through the channel Jotna Media, he refines his speech and establishes himself as an indispensable figure in the public debate. Gradually he climbed into the small circle of the potential successors of Ousmane Sonko, then entangled in judicial cases.
On 14 April 2023, his arrest for « diffusion of false news » and « against State security », in a context of pre-election tensions, marks a turning point. This detention, perceived as political, catalyzes a national and international solidarity movement, strengthening its image as a defender of freedoms. Unreservedly supported by PASTEF, he then embodied the unity of the party, symbolized by the slogan « Diomaye moy Sonko, Sonko moy Diomaye »popularized by Malick Ndiaye, the current President of the National Assembly.
The Presidency: break and ambition
Elected in the first round on 24 March 2024 with 54.28 % of votes, he enters history as the first opponent to conquer power without second round since independence, and the youngest Senegalese head of state. His inaugural speech, focused on anti-corruption, economic renewal and national reconciliation, seduces with his unifying tone. As soon as he took office, he appointed Ousmane Sonko as Prime Minister, who formed a tight government of 25 ministers and 5 secretaries of state.
A discreet elegance, with boubous with modern cups, Bassirou Diomaye Faye cultivates a mixture of humility and soothing authority. By opting for reinvented traditional outfits, he moves away from Western codes to promote a resolutely contemporary African identity. Known for his rare but sincere smile, he favors informal meetings with citizens, breaking with the rigid protocol of presidential palaces.
Key decisions: affirmation of a new model
In April 2024, his government launched a series of bold reforms:
- Generalised auditsSurvey of mining and energy contracts to recover diverted funds and strengthen national sovereignty.
- Reorganization of administration: Creation of an independent financial discipline court, entrusted to fair judges.
- Accountability- establishment of a financial judicial pool to combat economic crime.
- Rationalisation of institutions- abolition of the Economic, Social and Environmental Council (EESC) and the High Council of Local and Regional Authorities (HCCT) and the dissolution of the National Assembly.
- Economic sovereignty(i) the conclusion of fisheries agreements with the European Union and reduction of the state's life train.
Technology Projection: Senegal in Mode « New Deal »
In February 2025, he unveiled the New Deal Technologya five-year plan led by the Ministry of Digital Affairs. Objective: to connect 80% of young people to broadband Internet, attract foreign investors and make Dakar a regional innovation hub. At the heart of this project is a biometric digital identity that simplifies access to public services (civil status, health, education, taxation).
Pan-African and Sovereignist Vision: Regional Leadership in Action
As early as May 2024, he initiated tripartite mediation in Mali, Niger and Burkina Faso, facilitating their reintegration into ECOWAS and reconciling military and civilian juntas. This agile diplomacy earned him the nickname of « integration lock ».
At the 79th session of the UN General Assembly in September 2024, he called for a « Multilateralism in Africa », focusing on climate, food security and digital.
Bilaterally, it renegotiates post-colonial agreements with France, focusing on technology transfer and local investment. In April 2025, he launched an ECOWAS Solidarity Fund to respond to health and security crises, consolidating his status as a West African leader.
The ambition of a new Senegal
One year after his election, President Bassirou Diomaye Faye and Prime Minister Ousmane Sonko introduced a style of governance marked by efficiency, consultation and accountability. Their structural reforms outline the contours of a modern state, oriented towards a sovereign and prosperous future. With the 2050 horizon, Senegal seems to be on the path of sustainable transformation, led by a generation determined to write a new page in African history.
