El Malick Ndiaye: the new face of Senegalese parliamentary diplomacy

Malick NDIAYE better known as EL Malick is a leading figure in the new political majority that came to power in Senegal in March 2024 under the Diomaye coalition President. Prior to occupying the chair of the national assembly, he was mostly known as a communication leader and influential leader of the Pastef.

At 43 years old, El Malick Ndiaye symbolizes the emergence of a new Senegalese political generation led by the sovereignist project of the PASTEF-Les Patriotes party. Elected President of the National Assembly in December 2024, he embodies the institutional renewal desired by the new Senegalese authorities after the election of President Bassirou Diomaye Faye. His accession to the perch marks a generational and political rupture in a Senegal seeking institutional transformation and diplomatic repositioning.

Originally from Dahra Djolof, El Malick Ndiaye has made an academic career marked by a progressive specialization in management, international trade and corporate governance. After training in Transport and Logistics at the Technical Institute of Commerce in Dakar (ITECOM) between 2006 and 2008; He joined KEDGE Bussiness School where he obtained a Bachelor in Marketing and Business Development. He continued with a master's degree in business administration and management and a master's degree in business and international affairs between 2017 and 2018. Always wishing to strengthen his strategic and managerial expertise, between 2023 and 2024 he followed an MBA at the Université Paris Dauphine PSL as well as a Master in Administration and Management at IAE Paris Sorbonne Bussiness School.

Prior to its entry into the high political arena, it is developing in the transport and logistics sector, an area that will shape its pragmatic approach to public policy. His profile thus combines technicality, political communication and militant commitment.

With a solid academic background, his political commitment began in the Senegalese progressive movements around the 2000s alongside the figures of the Senegalese left such as Abdoulaye Bathily and Landing Savané. After a visit to Professor Ibrahima FALL in 2011, he ended up joining Ousmane Sonko and the Pastef party in 2015. Very quickly, it becomes one of the main communicators of the movement. In a context of growing political tensions, he publicly defended the party's sovereignist line and participated in the national establishment of Pastef among young people and popular classes.

During his election to the presidency of the National Assembly, El Malick Ndiaye delivered a speech revealing the new political orientation of Senegalese power. « The National Assembly must be a faithful reflection of the deep aspirations of the Senegalese people »he said before the deputies, promising a parliamentary institution « more open, transparent and closer to citizens ». This statement summarizes his desire to embody a governance of rupture based on institutional accountability and sovereignty.

His ascent accelerated after the presidential victory of Bassirou Diomaye Faye in March 2024. Appointed Minister of Infrastructure and Land and Air Transport in the government led by Ousmane Sonko, he inherits a strategic sector for Senegal's economic ambitions. During his visit to the ministry, he increased meetings with foreign partners around road, rail and port infrastructure.

At the diplomatic level, El Malick Ndiaye is involved in several cooperation initiatives related to transport, regional integration and strategic infrastructure. In his various interventions, he stressed the need for Senegal to develop partnerships « win-win ». « Senegal is open to investors, but with respect for the interests of the Senegalese people »he said at a meeting on infrastructure and international investment.

Since joining the National Assembly, he has also sought to strengthen Senegalese parliamentary diplomacy. Its institution intends to play an increased role with the African and Francophone assemblies, particularly on issues of economic sovereignty, democratic governance and African integration. From this perspective, El Malick Ndiaye stands for a pan-African vision of international cooperation. « Africa must speak with one voice on major strategic issues »he supports an exchange with African parliamentarians.

His political proximity to Ousmane Sonko and Bassirou Diomaye Faye makes him one of the pillars of the new Senegalese regime. Discreet but influential, it represents a political generation that wants to combine sovereignty, administrative efficiency and diplomatic affirmation. Through his journey, El Malick Ndiaye appears as one of the faces of the political recomposition of contemporary Senegal.
