Ousmane Sonko, architect of a sovereign Senegal.

May 16, 2026 / 10:48

Ousmane Sonko, architect of a sovereign Senegal.

From the emblematic figure of the Senegalese opposition to the Prime Minister of Senegal, Ousmane Sonko now embodies one of the most influential faces of African political renewal. With a sovereignist, pan-Africanist and anti-corruption discourse, the leader of PASTEF-Les Patriotes has been able to mobilize a large part of Senegalese youth around a vision of social justice, transparency and the reaffirmation of Senegal's economic sovereignty. Since his arrival at the Primature in April 2024, he has endeavoured to reposition Senegal in regional and international diplomatic balances, while defending cooperation based on mutual respect and African strategic interests.

Public Law and State Management Training

Born on 15 July 1974 in Thiès, Ousmane Sonko follows an academic career marked by the legal sciences and public finances. After receiving his baccalaureate, he joined the Legal Sciences Training and Research Unit at Gaston Berger University, where he obtained a Masters in Public Law in 1999.

In the same year, he passed the entrance examination of the prestigious National School of Administration of Senegal, Tax and Fields section, promotion 1999-2001. His academic career then continued with a DEA in Public Finance and Taxation at Sheikh Anta Diop University in Dakar in 2003, followed by a Master's degree in Public Management and Finance at the Higher Institute of Finance. He also began doctoral research in public economic law and taxation at Université Jean Moulin Lyon 3.

This strong technical and legal training helps to forge a political vision focused on public governance, tax transparency and economic sovereignty.

Tax inspector and hired trade unionist

Ousmane Sonko, the Chief Inspector of Taxes and Fields of Training, has several functions within the Senegalese administration: tax auditor, head of tax audit brigade responsible for the real estate sector, and internal auditor in the Directorate of Internal Control of the Directorate General of Taxes and Fields.

Early on, he distinguished himself by his union commitment and his willingness to defend the rights of public officials.. In 2005, he founded the Autonomous Union of Tax and Domain Agents (SAID), of which he became the first secretary general until 2012, before being appointed honorary secretary general.

Through this union struggle, he acquires a reputation as a rigorous and committed man against administrative dysfunctions and bad governance practices. This period is the foundation of his future political ascent.

The birth of PASTEF and the rise of a major opponent

In January 2014, Ousmane Sonko founded PASTEF-Les Patriotes — « African Patriotes of Senegal for Work, Ethics and Fraternity ». The party has a political project based on economic sovereignty, institutional reform, social justice and the development of national resources.

Sonko then developed a critical discourse on post-colonial economic dependency systems. « A country does not develop in permanent dependence »he regularly repeats his public speeches.

This political line allows him to gradually impose himself as the main opponent of President Macky Sall. Its popularity is growing especially among younger generations, seduced by its pan-African discourse and its denunciation of corruption.

Political crisis and the conquest of power

Between 2021 and 2024, Sonko's political trajectory was marked by a number of judicial proceedings and strong political tensions. The various cases targeting him provoke demonstrations and clashes in several cities in Senegal. His supporters then denounce a political harassment intended to remove him from the race for power.

Despite his ineligibility in the presidential election of 2024, he managed to impose the candidacy of Bassirou Diomaye Faye, major figure of PASTEF. He won the presidential election in the first round, opening a new political sequence in Senegal.

On 2 April 2024, Bassirou Diomaye Faye appointed Ousmane Soenko Prime Minister of the Republic of Senegal. As soon as he moved to the Primature, he outlined his priorities: state reform, social justice, economic sovereignty, rationalisation of public finances and diplomatic repositioning of Senegal.

« We want a Senegal free in its choices and respected in its partnerships »he stated in his policy statement.

A new Senegalese diplomatic doctrine

Since his arrival at the Primature, Ousmane Sonko has sought to redefine Senegal's place in international relations. Its diplomatic doctrine is based on rebalancing partnerships, diversifying economic alliances and strengthening the country's strategic sovereignty..

His approach is not a complete break with Senegal's historical partners, but rather a reorganization of international relations on a basis deemed more equitable. « We are not against any country, but we are primarily in the interests of Senegal and Africa. »he said during a meeting with the Senegalese diaspora.

With this in mind, the Prime Minister is increasing diplomatic openings to new partners. His official visits to China, Turkey and the United Arab Emirates reflect a desire for economic and geopolitical diversification. While travelling to the United Arab Emirates, he called for massive investments in infrastructure, energy and new technologies, saying that « Senegal wants to become a credible and sovereign economic hub in West Africa ».

Casamance at the heart of its diplomatic engagement

Former Mayor of Ziguinchor, Ousmane Sonko retains strong political legitimacy in Casamance, a region that has been facing separatist conflict for decades.

As Prime Minister, he plays an important role in dialogue initiatives aimed at promoting lasting peace. A number of regional approaches, including with the support of Guinea-Bissau, demonstrate its commitment to putting Casamance's stability in a subregional diplomatic dynamic.

« Peace in Casamance is a national and human priority »he stressed in meetings with community actors and local representatives.

A rising figure of contemporary pan-Africanism

Beyond Senegal, Ousmane Sonko is now one of the main representatives of a new generation of African leaders advocating sovereignty, regional integration and strategic independence.

His critical speech towards certain forms of economic and political dependence on the former colonial powers met with an important echo among African youth. As president of PASTEF-Les Patriotes, he defends a vision of a more integrated Africa, capable of defining its own economic, monetary and diplomatic priorities.

This stance, sometimes perceived as cleavage by some Western partners, nevertheless helps to strengthen its influence on the African political scene. For many observers, Ousmane Sonko now embodies an African political trend that seeks to reconcile national sovereignty, openness to the world and South-South cooperation.

At the Primature, his diplomatic efforts reflect this ambition: to build a Senegal respected in its alliances, autonomous in its decisions and fully engaged in the major contemporary African geopolitical debates.
